NDC KEY PARAMETERS

UPDATES FOR NDC2

Ecuador’s updated NDC, which was submitted in March 2019, embraced a gender-responsive design, more quantified activities, and accounted for the social impacts of prioritized mitigation and adaptation measures. The NDC is fully aligned with the National Development Plan and Sustainable Development Goals (SDGs) and the government has started integrating the NDC into its finance and planning structures.

The NDC Support Programme is directly contributing by:

  • Increasing NDC ambition, specifically in terms of private sector engagement;
  • Implementing UNDP methodologies to track public and private climate investments and expenditures, and establishing baselines for the NDC financial strategy to accelerate implementation and boost ambition;
  • Mainstreaming gender and developing capacities in key ministries; and
  • Collaborating with the NDC Partnership to provide an NDC facilitator to help the Ministry of Environment strengthen implementation capacity.

The work is part of UNDP’s broader corporate initiative, the Climate Promise, which supports over 110 countries to enhance their NDCs. Through the Climate Promise, UNDP is now supporting Ecuador to carry out discrete post-NDC activities, namely: targeted analyses on REDD+, strengthening NDC market research to formulate financial strategies, and scale up of UNDP’s Mission 1.5 campaign to mobilize climate action through digital gaming.

KEY PROJECT WORK AREAS


Climate Finance and Investment Mobilization

  • Prepare financial strategies for conditional NDC initiatives in the five mitigation sectors to improve costing of investment needs, identify domestic gaps in funding, and determine potential financial sources, barriers and legal opportunities; and
  • Strengthen budget frameworks through financial assessments to improve climate expenditure and investment, using UNDP methodologies such as Climate Budget Tagging (CBT), the Private Climate Expenditure Investment Review (PCEIR), the Climate Public Expenditure Investment Review (CPEIR), and the Investment and Financial Flows (I&FF) Assessment.

Private Sector Engagement

  • Identify and widely promote investment opportunities among project developers and investors, including opportunities from bioenergy and the circular economy; and
  • Organize business roundtables and investment opportunities for low-carbon technologies to articulate the business case around NDC conditional initiatives.

Monitoring and Transparency

  • In collaboration with the International Renewable Energy Agency (IRENA), support the Ministry of Environment in improving transparency in the energy sector under the NDC Partnership Climate Action Enhancement Package (CAEP).

Awareness and Capacity-Building

  • Develop a communication strategy to raise awareness among public and private actors and civil society about NDC commitments and Ecuador’s efforts to tackle climate change; and
  • Build capacities among key actors in NDC implementation.

Gender Mainstreaming

  • Support the creation and implementation of the gender and climate change action plan, factoring in the participation and action of adolescents and youth; and
  • Apply gender and social inclusion criteria used in the NDC prioritization process to select and cost priority measures, and deliver training.

COLLABORATION

Under the leadership of the Undersecretary of Climate Change, UNDP is collaborating with the World Bank to support macroeconomic modelling of the NDC’s impact on Ecuador’s trade balance. The NDC Support Programme works with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on the development of a national financial strategy as well as on the establishment of a climate budgeting index to implement financial assessments. Furthermore, it is also collaborating with the International Renewable Energy Agency (IRENA) on improving transparency in the energy sector.
