NDC KEY PARAMETERS

Argentina submitted an intended NDC (INDC) in 2015 followed by a revised NDC in 2016. The objective of Argentina’s current NDC is to reduce emissions and improve resilience to climate change in the context of development priorities.

Unconditional NDC: 18% reduction from business-as-usual (BAU) by 2030

Conditional NDC: 37% reduction from BAU by 2030

ANTICIPATED UPDATES FOR NDC2

Argentina is primarily using its next NDC revision as an opportunity to increase and mainstream adaptation ambition. A thorough review of sectoral plans will be carried out to determine possibilities for increasing mitigation ambition. Cross-cutting issues such as gender; sustainable finance; sustainable consumption and production; science and technology; and nature-based solutions will also be mainstreamed.

The NDC Support Programme is directly contributing by:

  • Assessing the feasibility and mitigation potential of mitigation measures;
  • Analyzing financial flows and investment opportunities;
  • Ensuring coherence between the NDC, Long-Term Strategies (LTS), and Sustainable Development Goals (SDGs); and
  • Supporting participatory consultations with key actors.

The work is part of UNDP’s broader corporate initiative, the Climate Promise, which supports over 110 countries to enhance their NDCs. Through the Climate Promise, UNDP is also supporting Argentina to strengthen institutions and stakeholder participation in the NDC revision process; design and implement GHG inventory and monitoring systems; mainstream adaptation; and align with the SDGs.
 

KEY PROJECT WORK AREAS

Consolidation of National Climate Change Policy in the Framework of the National Climate Change Cabinet

  • Design a national climate change plan in the framework of the National Climate Change Cabinet (GNCC), incorporating input from sectoral climate plans and national mitigation and adaptation plans;
  • Support the dialogue process to design a long-term strategy that orients national climate action and planning toward Argentina’s long-term vision;
  • Support Argentina’s national climate change law as a regulatory framework for the GNCC’s work, including on NDC implementation; and
  • Elaborate the new NDC, taking into consideration the national climate change plan, the LTS, the SDGs, and gender perspectives.

Support for Climate Change Policy at the Sub-National Level

  • Elaborate provincial and municipal climate action plans, identifying climate measures that can contribute to NDC implementation; and
  • Strengthen capacities of governments and identify data sources and indicators to monitor implementation of mitigation measures at the sub-national level.

Strengthening of Private-sector Capacities for NDC Implementation

  • Engagement and capacity-building of the private sector;
  • Conduct analysis of opportunities for private-sector investment in projects in line with the NDC; and
  • Analyze existing financing and investment needs for of selected NDC measures and design financial instruments to facilitate their implementation. instruments to facilitate their implementation.

COLLABORATION

The NDC Support Programme links closely with complementary projects to strengthen outputs and ensure comprehensive responses to government needs. In Argentina, this includes climate-related initiatives by the Inter-American Development Bank (NDC Invest), the World Bank (Partnership for Market Readiness), and the Capacity-Building Initiative on Transparency (3rd Biennial Update Report). It also builds on the results of National Adaptation Plan (NAP) and climate finance readiness projects.
