The objective of Trinidad and Tobago’s NDC is to achieve a reduction objective in overall emissions from three target sectors - power generation, transportation and industry - by 15% by 2030 from business-as-usual (BAU), which is based on its Carbon Reduction Strategy.

Unconditional NDC: 30% reduction from BAU by 2030 in the public transportation sector

Conditional NDC: Additional 15% reduction from BAU by 2030

Trinidad and Tobago’s NDC update will focus on revalidation of the NDC baselines as greater accuracy of existing data will help identify opportunities for mitigation ambition. The main planned revisions focus on facilitating NDC implementation via governance structures such as the design of a climate change law that can mandate private sector provisions of emissions data, data management, long-term capacities training to eliminate the need for external consultants and the creation of an NDC finance strategy.

The NDC Support Programme is directly contributing by:

  • Identifying financing options for implementing the NDC;
  • Enhancing Trinidad and Tobago’s National Climate Mitigation monitoring, reporting and verification (MRV) system to track implementation of the NDC;
  • Strengthening institutional frameworks with climate change legislation as a governance tool; and
  • Facilitating gender-responsive NDC implementation.

The work is part of UNDP’s broader corporate initiative, the Climate Promise, which supports over 110 countries to enhance their NDCs. Through the Climate Promise, UNDP will support Trinidad and Tobago to build institutional capacity for gender mainstreaming, strengthen data collection in the agriculture, forestry and other land use (AFOLU) and waste and wastewater sectors, and update baseline emissions in these sectors.


Institutional Frameworks

  • Develop a draft climate change legislation, complementing existing policies and incorporate international legal climate change obligations and specific functional aspects.

Gender-responsive Planning and Implementation

  • Conduct a gender analysis for priority NDC sectors to identify gaps and opportunities; and
  • Develop a gender action plan to mainstream gender considerations into NDC planning and implementation.

Climate Finance

  • Develop and strengthen financial approaches for NDC implementation, to produce a financial investment plan for NDC implementation.

Monitoring and Transparency

  • Strengthen core elements of the MRV system, including establishment of the data repository, enhancement of the legislative framework with a climate change code, development of the MRV implementation plan and setting up of the MRV pilot project; and
  • Install a knowledge management system (KMS), in harmonization with Environmental Management Authority’s operational framework, and set up a greenhouse gas (GHG) inventorying certification program with online tutorials.

Outreach and Capacity Building

  • Conduct training of media personnel on the topic of climate change


UNDP collaborates with the Initiative for Climate Action Transparency (ICAT), a consortium supported by UNEP DTU Partnership, on the MRV system pilot project. The NDC Support Programme is also partnering with the University of West Indies to offer a new online curriculum on the mobilization of private investment and with the GHG Management Institute to implement the GHG inventorying certification program.
