Context and Objectives
As a Small Island Developing State, Vanuatu is among the most vulnerable and poorest countries on earth. Vanuatu’s high vulnerability is due to a combination of factors, such as high exposure to natural disasters, scattered island geography, narrow economic base, and inadequate communication and transportation networks.
Similar to other Pacific Island Countries, Vanuatu’s primary energy needs are mainly met by imported petroleum fuel. The majority of electricity is produced from diesel (71%) and renewable energy (29%) which includes hydro, solar, wind and biofuel. Vanuatu is exploring opportunities to expand usage of renewable energy sources such as hydro, solar, biomass, wind, and coconut bio-fuel and geothermal.
The National Energy Road map 2016-2030 identifies access to electricity as one of the country’s five development priorities with the goal to accelerate electricity access for the rural population while extending existing grids in under-serviced areas. Building on this vision, Vanuatu’s NDC aims for a 100% renewable energy target in the electricity subsector.
Vanuatu is now looking to develop an implementation plan to meet its targets, mobilize finance and technology, and enhance capacity development. The NDC Support Programme assists Vanuatu in strengthening institutional frameworks, national reporting systems and refinement and implementation of mitigation actions.
Strengthen Institutional Frameworks
- Assessment of policies, strategies, plans and programs related to climate change mitigation.
- Determine institutional capacity and organizational needs for implementing NDC.
- Carry out stakeholder consultations with gender and social inclusion element to develop a holistic approach to NDC implementation.
NDC Roadmap and Financing Strategy
- Undertake comprehensive stocktaking exercise to identify gaps and opportunities in the energy sector.
- Formulate a roadmap and financing strategy for country-wide NDC implementation.
Monitoring and Transparency Systems
- Establish and operationalize a measuring, reporting and verification (MRV) coordination mechanism.
- Develop national (?) digital MRV database (public platform?).
- Create technical training for representatives from the Ministry of Climate Change and other key stakeholders.
Prioritized Rural Electrification NAMA
- Support the coordination of the implementation and further promote the expansion of NDC actions under the rural electrification framework of the NAMA.
Vanuatu has built a strong foundation to address NDC needs, in particular through the updated National Energy Roadmap 2016-2030 (NERM); the Rural Electrification Master Plan; the National Adaptation Programme of Action (NAPA); the National Climate Change and Disaster Risk Reduction Policy; and the National Sustainable Development Plan 2016-2030 which has been aligned with the NDC. The strategies and plans recognize the importance of proper policies, legislations and regulations to attract renewable energy investments.
With support from UNDP’s Low Emission Capacity Building (LECB) programme, Vanuatu developed a Rural Electrification NAMA to advance electrification with renewable energies (solar PV micro grids and grid extension interventions), while also addressing local financing and economic empowerment needs. The NAMA, core to Vanuatu’s NDC, helps the country create a basic framework for a transition towards a low-carbon pathway while advancing long-term sustainable development benefits. UNDP has also assisted Vanuatu with the Development of the Intended Nationally Determined Contribution (INDC).
The Programme links closely with NDC Partnership for the efficient coordination on financial and technical assistance; and links with the Pacific Risk Resilience Programme (PRRP) on governance to strengthen local risk governance and resilience measures. (The regional programme is implemented by UNDP and Live & Learn Environmental Education (LLEE)).
At the global level, the Programme is engaged in a range of strategic partnerships including the IKI NDC Support Cluster and NDC Partnership.
The integrated MRV tool is a first of its kind initiative which enables tracking, reporting and verification of (1) GHG emissions (2) impact of mitigation (including NDC) actions (3) climate finance flows and (4) SDG impacts (Based on the UNDP Climate Action Impact Tool-CAIT).

This NDC Implementation Roadmap aims at providing a pathway for the implementation of specific climate change mitigation actions in Vanuatu which can assist in achieving the target defined in Vanuatu’s NDC

Vanuatu will advance implementation of its climate targets, as outlined in the NDC, through select activities including strenghtening its institutional framework, developing an NDC Roadmap and financing strategy, enhancing transparency and implementing the renewable energy NAMA..
