NDC KEY PARAMETERS
The objective of Mongolia’s first NDC is to raise its ambition in reducing greenhouse gas (GHG) emissions in major emitting sectors by 2030 by ensuring integrated national and cross-sectoral planning.
Unconditional NDC: not specified

UPDATES FOR NDC2
The Government of Mongolia formally nationally adopted the updated NDC with higher ambition to reduce GHG emissions in November 2019. The targets were raised from the initial commitment of 14% to 22.7% by 2030. The updated NDC is still to be submitted to the UNFCCC. Emission reduction targets were raised for each key emitting sector by reviewing respective potentials. In addition, priority adaptation measures for pastureland, forest and water management, as well as livestock, crop farming, disaster management and healthcare sectors are reflected in the updated NDC.
The NDC Support Programme is directly contributing by consolidating inputs from key emitting sectors and by incorporating the adaptation priorities in the revised NDC.
The work is part of UNDP’s broader corporate initiative, the Climate Promise, which supports over 110 countries to enhance their NDCs. Through the Climate Promise, UNDP is supporting Mongolia to develop an NDC implementation strategy and set up a south-south cooperation mechanism on NDCs with other Central Asian countries. This south-south cooperation will focus on regional knowledge exchange and technology transfer e.g. on grassland degradation and enhanced rehabilitation of degraded lands.

KEY PROJECT WORK AREAS
Effective Implementation of NDC and NDC Partnership Plan
- Align NDC process with planning and implementation of the Sustainable Development Goals (SDGs);
- Establish a platform for NDC implementation and coordination;
- Strengthen coordination capacity of the newly established National Climate Change Committee; and
- Develop NDC document consolidating sectoral inputs and validated for submission.
Transformation of Transport and Construction Sector
- Improve national GHG inventory methodology and data collection in the transport sector;
- Set up national monitoring, reporting and verification (MRV) system in the construction and transport sectors;
- Conduct cost-benefit analysis and assess financial needs for key mitigation actions in the transport and construction sectors; and
- Enhance capacities of national stakeholders to access climate finance.
Building Political Will and Societal Ownership at National and Sub-national Levels
- Engage the government to obtain commitments and set up an international, regional and sub-regional partnership platform;
- Map current interventions, progress of NDC update and other mitigation and adaptation actions in key sectors;
- Carry out feasibility study on establishing south-south cooperation mechanism within Central Asia on NDCs or pastureland carbon sequestration and support its formalization;
- Organize regional conference on NDC and knowledge exchange in Mongolia;
- Organize peer-to-peer knowledge exchange visits for priority sectors; and
- Review gender responsiveness of the updated NDC prior to submission to UNFCCC.

COLLABORATION
The NDC update process is supported by and coordinated with multiple development partners, including the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Global Green Growth Institute (GGGI), Food and Agriculture Organization (FAO), Asian Development Bank (ADB), Japan International Cooperation Agency (JICA), and UN Environment Programme (UNEP). Moreover, the country is a member of the NDC Partnership, under which it developed an NDC Partnership Plan. The plan is currently being implemented and the Programme will fund a facilitator for this purpose.
