NDC KEY PARAMETERS

The objective of Morocco’s first NDC is to pursue a rapid transition to a resilient, low-carbon economy while enhancing equality and progress on the sustainable development goals (SDGs). The NDC was also aligned with the UN Conventions on biodiversity and land degradation.

Unconditional NDC: 17% reduction below business-as-usual (BAU) by 2030

Conditional NDC: Additional 25% reduction BAU by 2030

Energy, agriculture, transport, water, waste, forestry, industry, housing and infrastructure

Adaptation Sectors

Water, agriculture, fisheries, forestry, health and tourism

ANTICIPATED UPDATES FOR NDC2

Adaptation remains a priority for Morocco in its revised NDC. Morocco plans to dedicate at least 15% of its budget to implementing adaptation programs in the most affected sectors, notably water, agriculture, fisheries and aquaculture, forestry and health, as well as the most vulnerable environments and ecosystems. Morocco will also significantly increase its ambition for mitigation even though Morocco's first NDC was already considered compatible with the 1.5 C target of the Paris Agreement.

The NDC Support Programme is directly contributing to:

  • Strengthening the legal and institutional framework; and
  • Increasing ambition in two strategic sectors: transport and industry.

The work contributes to UNDP’s broader corporate initiative, the Climate Promise, which supports over 110 countries to submit enhanced NDCs. Through the Climate Promise, Morocco will enhance institutional frameworks, incorporate new sectors and greenhouse gases (GHG), and assess investment opportunities.

 

KEY PROJECT WORK AREAS


Alignment of Mitigation Strategies and Plans with the NDC

  • Prepare a Low-Carbon Strategy including identification of barriers and necessary reforms for NDC implementation in line national objectives for 2030.

Financing and Investment

  • Carry out an assessment of the financial flows for the NDC priority sectors of energy, housing and water;
  • Conduct an analysis of public spending on climate change and carry out a feasibility study for a monitoring system for climate-related public expenditure; and
  • Determine the cost of proposed measures and investment opportunities.

Private Sector Engagement

  • Carry out a study on financial instruments to mobilize private sector investments on climate change; and
  • Assess feasibility of select innovative financial instruments for the national level.

Institutional and Regulatory Frameworks

  • Strengthen regulatory framework by supporting the development of a law on climate change including implementing decrees; and
  • Enhance the institutional framework for climate change at the national level and strengthen stakeholder capacities.

Incorporation of New Sectors for NDC Enhancement

  • Deepen analysis of the mitigation potential of the transport and industry sectors to raise ambition; and
  • Analyze technical and technological feasibility of the proposed emission reduction measures in the Moroccan context.

Climate Change Competence Center (4C) Initiative

The 4C initiative includes national, regional and international outcomes.

  • At the national level, work focuses on the establishment of a transparency framework for the NDC, including a monitoring and evaluation (M&E) system, a funding framework and capacity building. Current activities include the identification of ten NDC projects for Green Climate Fund (GCF) funding and the development of five concept notes for submission. In addition, trainings are being organized on climate finance for public and private organizations;
  • At the regional level, efforts are directed at south-south cooperation among African countries, including collaboration with the Economic Community of West African States (ECOWAS), the Sahel, Seychelles and Francophone countries, and the Africa NDC Hub. A key task was the design of the Congo Basin Blue Fund, including identification of a pipeline of national investment projects across a multitude of sectors, working through Ernst & Young and Innpact; and
  • At the international level, work contributes to Morocco’s strategic partnerships, especially the Paris Committee for Capacity Building, the NDC Partnership, the GCF, and the International Centers of Excellence on Climate Change and Think Tanks for Capacity Building.

COLLABORATION

UNDP Morocco coordinates its activities with other relevant stakeholders, including the Global Green Growth Institute (GGGI), UN Environment Programme (UNEP) and UNEP DTU Partnership, and 2050 Pathways. An especially close collaboration exists with the Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on activities related to the 4C Initiative.
