Unconditional NDC: 11.14% emission reduction below business-as-usual (BAU) by 2030

Conditional NDC: 31.14% emission reduction below BAU by 2030

Togo’s updated NDC will consider greenhouse gas (GHG) emissions in the transportation sector and revise targets for the energy, agriculture and LULUCF sectors. Short-lived climate pollutants (SLCP) and hydrofluorocarbons (HFC) will also be included. On adaptation, Togo will take a closer look at climate change vulnerabilities of the country’s water resources. The NDC will be enriched by gender analyses in the priority sectors, alignment with Sustainable Development Goal (SDGs) priorities and a more inclusive consultation process that will target sectoral ministries, sub-national governments and parliamentarians.

The NDC Support Programme directly contributed to the NDC2 by:

  • Operationalizing the National Committee on NDC;
  • Strengthening the institutional framework for NDC implementation;
  • Mainstreaming NDC targets in sectoral planning; and
  • Communicating broadly on the NDC.

The work is part of UNDP’s broader corporate initiative, the Climate Promise, which supports over 110 countries to enhance their NDCs. Through the Climate Promise, UNDP will support Togo to expand NDC coverage to the transportation sector, analyze climate change vulnerabilities for the water sector, include new gases and estimate the cost of implementing the NDC. The Climate Promise is also supporting the gender analysis and a whole-of-society consultation approach.


Coordination and Communication on NDC

  • Define an appropriate coordination structure for NDC implementation;
  • Build ownership for the NDC at the highest level;
  • Operationalize the National NDC Committee; and
  • Develop and disseminate communication tools for the NDC.

NDC Mainstreaming in National and Sectoral Planning

  • Develop tools for integrating climate change in sectoral planning for the energy, agriculture and forestry sectors;
  • Develop simplified tools for estimating GHG emission in the energy, agriculture and forestry sectors; and
  • Support technical staff in these three sectors to implement the tools during the planning process.


The NDC revision is building on a climate change project financed by the Global Climate Change Alliance (GCCA+) and on the REDD+ programme, financed by the World Bank. In collaboration with the West African Development Bank (BOAD), the European Union (EU) and the World Bank, UNDP is mobilizing climate finance for NDC implementation. A roadmap was developed and a committee to monitor its implementation was established. The committee will also help identify opportunities for climate finance and advocate for increased ambition in Togo’s NDC with decision-makers.
