Ethiopia’s first NDC has three complementary objectives, namely, (1) fostering economic development and growth, (2) ensuring abatement of future emissions by reducing emissions by 64% (255 Mt CO2) below the ‘business-as-usual’ by 2030 and (3) setting priorities for resilience building with a focus on drought, flood and cross cutting intervention.

Ethiopia’s NDC update will define new indicators and targets for the mitigation and adaptation components, disaggregate the 64% GHG emission reduction target into “conditional” and “unconditional” contributions, strengthen the necessary requirements for better engagement in the global carbon market and identify climate change-related budget expenses. Ethiopia’s NDC will also update information on the health and urban sectors.

The NDC Support Programme is directly contributing by:

  • Updating adaptation, transparency and other components of the NDC in a gender-responsive manner, drawing up ongoing Climate Resilient Green Economy (CRGE) assessments;
  • Improving institutional coordination mechanisms for the implementation of NDC; and
  • Preparing an NDC finance strategy to support NDC implementation.

The work is part of UNDP’s broader corporate initiative, the Climate Promise, which supports over 110 countries to enhance their NDCs. Through the Climate Promise, UNDP will support updating of information and scope of the NDC for the health and urban sectors, with an increased focus on human settlement, and ensure the NDC is gender-responsive. A CRGE and NDC Implementation Manual will be updated to reflect the endorsed NDC.


Inclusive Sectoral Transformation

  • Contribute to development of Ethiopia’s long-term (2050) strategy toward zero carbon;
  • Conduct a diagnostic study on how to incentivize private sector investments for implementation of the NDC and National Adaptation Plan; and
  • Build capacity of sector ministries to prepare NDC investment plans targeting private sector.

Enhanced Coordination for NDC Implementation

  • Define roles & responsibilities and establish an institutional coordination mechanism/platform for NDC implementation;
  • Support mainstreaming of the NDC in Ethiopia’s long-term, medium-term and annual development plans, and alignment with the CRGE and Long-term Strategy;
  • Build capacity of government partners in seven priority NDC sectors (i.e., agriculture, forestry, transport, electricity, industry, mining, and urban development and housing) to integrate NDC adaptation and mitigation measures and gender considerations into sectoral development plans; and
  • Define an NDC implementation roadmap and support facilitation processes for the design of an NDC Partnership Plan.


The Programme is in close consultation with UNDP and the Food and Agriculture Organization during the launch of a new initiative, Scaling Up Climate Ambition on Land Use and Agriculture through NDC and NAPs (SCALA). A wide range of partners will be engaged for the development of the NDC Financing strategy, including public, private, multilateral and bilateral actors.
