NDC KEY PARAMETERS

The objective of Côte d’Ivoire’s NDC is to increase renewable energy in the energy mix by 42%, intensify and mechanize agricultural production, reduce greenhouse gas (GHG) emissions in the forestry sector, and sustainable management and recovery of waste.

NDC Target: 28% reduction from business-as-usual (BAU) by 2030

ANTICIPATED UPDATES FOR NDC2

Newer, more complete data will be used to review mitigation and adaptation measures, integrate gender considerations, and accurately assess NDC implementation costs. The enhanced NDC will include forestry and Short-Lived Climate Pollutants and explore use of a 2015 baseline. The government is also considering job impacts and just transition and ensuring inclusive participation.

The NDC Support Programme is directly contributing by:

  • Assessing implementation progress and barriers of the first NDC;
  • Revising targets and measures for the waste sector;
  • Developing an NDC investment plan; and
  • Targeting key stakeholders (i.e., local governments, sectoral ministries, parliamentarians, private sector).

The work is part of UNDP’s broader corporate initiative, the Climate Promise, which supports over 110 countries to enhance their NDCs. Through the Climate Promise, UNDP is supporting an NDC revision coordination unit and gender specialist; an NDC implementation roadmap; and green recovery assessment.
 

KEY PROJECT WORK AREAS


NDC Integration into National and Sectoral Planning

  • Define climate change and gender-sensitive selection criteria and indicators for the Ministry of Planning to integrate NDC targets into the next National Development Plan;
  • Integrate the NDC into energy and waste sectoral plans, using a tool developed for the agriculture sector;
  • Develop a national strategy and action plan for gender and climate change; and
  • For the waste sector, establish a baseline and mitigation scenario, and cost the proposed measures to develop a multi-sectoral NDC roadmap under the NDC Partnership Climate Action Enhancement Package (CAEP).

National and Subnational Capacity-building for NDC Implementation

  • Build a strong understanding of climate change challenges and opportunities among sectoral ministries; 
  • Train local governments to integrate climate change and the NDC in local planning; and
  • Promote South-South and peer-to-peer exchanges.

Private Sector Engagement and Financial Resource Mobilization

  • Build the capacity of the private sector for accessing climate finance and promote technology transfer; 
  • Support Côte d’Ivoire in issuing sovereign green bonds for financing low-carbon develop projects; and
  • Conduct a study on de-risking renewable energy investment. 

Awareness and Advocacy

  • Develop and implement an NDC communication strategy; and
  • Devise and share knowledge products on NDC implementation.

COLLABORATION

The Programme is coordinating with UNDP’s NDC2 support under the NDC Partnership’s Climate Action Enhancement Package (CAEP), working alongside the Food and Agriculture Organization (FAO) and UN Environment Programme (UNEP), as well as the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the African Development Bank (AfDB), the UN Capital Development Fund (UNCDF), the International Labor Organization (ILO), the French Development Agency (AFD), and the European Union (EU). The National Climate Change and Gender Strategy was developed jointly with the National Action Plan Global Network. The Programme will also fund a facilitator for two years to support implementation of the NDC Partnership Plan.
