WHY? Why undertake an assessment of Investment and Financial Flows (I&FFs)?
A key challenge for developing countries is understanding the magnitude and intensity of national efforts needed to reduce greenhouse gas emissions and to adapt to the adverse impacts of climate change. To address this issue, UNDP has developed a methodology to carry out Investment and Financial Flows for selected key sectors.
WHAT? What does a national assessment of investment and financial flows seek to answer?
With support from UNDP, countries are undertaking an assessment of the adaptation and mitigation measures that are required to address climate change in each key sector. Countries assess a baseline and a target scenario, and so are able to identify sector-specific financial requirements. The assessments provide a better understanding of the magnitude and intensity of national efforts needed to tackle climate change, as well as a better understanding of the financial reallocations and additional funds needed to implement mitigation and adaptation actions.
HOW? UNDP I&FF methodology
To support countries, UNDP has commissioned an approach comprising:
- Workplan guidance for preparing for an I&FF assessment,
- Methodology Guidebook for the Assessment of Investment and Financial Flows, and
- Reporting Guidelines
These documents are available in four languages and are "living documents" that will be updated based on user feedback. Review comments are welcomed. Please send your comments to Susanne Olbrisch (susanne.olbrisch@undp.org).
