Integrated Governance

Developing the right set of institutional capacities is essential for the implementation of transformative NDC roadmaps or implementation plans, which are socially inclusive and risk-informed. This requires establishing agile and coherent whole-of-government institutional structures to facilitate effective implementation both horizontally and vertically (national to sub-national).

UNDP supports policy makers to pursue a holistic and gender-responsive approach to address the complex nature of climate and development challenges. Governments will further strengthen their policy and institutional frameworks for NDC implementation and align climate and development policies for transformative solutions. These actions also help governments build capacities and ownership to drive development from within.

Building on existing coordination mechanisms, the Programme facilitates the convening of state and non-state actors at all levels, including relevant sectoral ministries, parliamentarians, private sector representatives, NGOs, women and youth leaders, vulnerable communities, academia, and other development practitioners. Institutional coordination is also essential for efficient and transparent monitoring and reporting of progress towards NDC targets, including linkages to the SDGs.

Objectives include:

  • Fostering an inclusive planning approach through a participatory process and people-centered, ‘development-first’ approach.
  • Integrating climate change and gender in institutional frameworks, national development plans, priority sectoral development strategies and programmes, and budgets.
  • Strengthening budget processes to mobilize domestic and international resources for NDC implementation.

Recognizing that this work is best carried out in collaboration with our partners, we lead the NDC Cluster Taskforce Political and Institutional Frameworks. The group includes UNDP, the NewClimate Institute, the GIZ SPA Programme, the World Resources Institute (WRI), the LEDS Global Partnership, CCAP, and Climate Analytics.
