Gender Responsive NDC Planning and Implementation


The Programme helps 24 countries integrate gender-responsive measures into their climate targets or NDCs.

NDCs can be an important tool for advancing gender equality and sustainable development. They're an opportunity to integrate gender-responsive measures, at scale, in national plans to address the climate crisis.

Of the 24 countries we support, 10 countries are part of an official pilot group who are undertaking intensive gender-NDC work. The other 14 countries are working on gender-responsive measures on their own accord.

Countries are currently undertaking their first 5-year revision of NDCs, providing an opportunity to strengthen gender equality outcomes in the NDCs. 

Why is gender an important consideration in the NDC implementation process?

It's critical we preserve the gains that have been made on advancing gender equality and women’s empowerment, while addressing the development challenges imposed by climate change.

NDCs can be an important tool for advancing gender equality and sustainable development. These national climate pledges present an opportunity to strengthen the integration of gender-responsive measures into countries’ plans to address the climate crisis. In doing so, NDCs can act as a guide to influence strategies and investment plans. Thus, it is vital that gender and women are adequately addressed in the NDCs.

In practice, this can translate into many factors, such as: taking into account the impact of climate-related events on women’s livelihoods and income; understanding how gender inequality can exacerbate existing vulnerabilities to climate change; acknowledging women’s contributions to climate adaptation and a zero-carbon economy; and committing to women’s participation and leadership, particularly at decision making levels, in climate action.

How does the NDC Support Programme work to achieve this goal?

Countries are currently undertaking their first 5-year revision of NDCs, providing an opportunity to strengthen gender equality outcomes in the NDCs.

As part of our programme, we are facilitating 24 countries to integrate gender-responsive measures into their climate targets or NDCs by supporting them to strengthen governance, planning, and policy functions surrounding the gender and climate change nexus.

Core areas of work:

UNDP’s approach to gender-responsive climate action targets three core areas of support:

  1. Effective governance: We support governments to create structural arrangements needed to advance gender-responsive climate action. Some of our activities include strengthening coordination mechanisms between gender and climate actors, and delivering trainings to increase capacity around the gender-climate nexus.

  2. Inclusive planning: Gender-responsive climate action must integrate perspectives of women leaders and organisations. We work to strengthen the voices of diverse stakeholders alongside governmental actors. We also facilitate sectoral gender analyses that identify capacity gaps and planning/budgeting priorities at all levels.

  3. Integrated policies: We encourage and provide technical support to countries to better articulate gender in existing climate policy instruments. We focus on how to strategically harness linkages between different policies within the country.

By using a three-pronged approach, we are able to complement and build upon countries’ existing efforts to systematically mainstream gender while targeting UNDP support to the specific needs and demands of a country.

Our Impact

As of July 2021, 15 enhanced NDCs have been submitted from the 24 countries undertaking gender activities under the NDC support from UNDP. Of these NDCs:

  • 14 countries have integrated gender dimensions, to varying degrees, in their NDCs.
  • 7 countries that did not previously include references to gender or women in their INDCs now do.
  • 53% refer to gender equality as a crosscutting issue or element that has been mainstreamed into climate action and/or the NDC.
  • 33% reference gender/women in relation to Adaptation sectors, while 20% reference gender/women in relation to Mitigation sectors. 35% include gender-responsive actions or measures across adaptation and/or mitigation sectors.
  • 53% indicate that they developed their enhanced NDC through inclusive multi-stakeholder processes where women actively participated.
