Climate Transparency and Governance Frameworks for NDC Implementation

Background

UNDP is a member of the NDC Support Cluster, an initiative by the German Federal Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU), which helps convene thought leaders on NDC implementation. The workshop was convened by two thematic working groups (TWGs):

(1) TRANSPARENCY - focused on integrated target-setting, impact assessment and tracking progress on mitigation by national and subnational actors
(2) GOVERNANCE - focused on mainstreaming climate action for national and subnational actors and cross-cutting issues between vertical and horizontal integration

Objective

Using innovative formats, the workshop will focus on identifying challenges and exchanging experiences on how to enhance transparency and governance frameworks for integrated NDC implementation and provide space to co-create innovative approaches for overcoming persistent barriers. The workshop specifically aims to promote raising NDC ambition, as well as strengthening credibility and the long-term orientation of the NDC implementation process.

Expected Outcomes

Participants shall identify common challenges and experiences of how to improve transparency and governance of NDC implementation based on formats such as World Café, peer-to-peer consultations and prototyping sessions.
On that basis, participantswill jointly develop general approaches to NDC implementation, summarize lessons learnt and develop recommendations of innovative ways to address common challenges.

• Set of recommendations summarizing challenges and solutions that have proven successful so far for integrated NDC implementation. These recommendations will be shared and promoted for broader use through the International Climate Initiative, its NDC Support Cluster and beyond;
  
• Series of approaches to common challenges for integrated NDC implementation in the partner countries.
